This is similar to how resort upgrades work at Disney and Universal. In the case of WDW, they usually happen due to operational reasons such as rooms being overbooked or not available. In the case of Universal, this could be to move guests from one resort to another that is open. In contrast to Runes, Sigils and Jewels which are only applicable to specific types of equipment (armor weapons, trinkets or weapons) universal upgrades can be applied to any type of gear.
